The organization\u2019s annual report highlighted abuses by government forces, militias, and non-state armed groups in conflict-affected areas and beyond.<\/p>\n\n\n\n<p class=\"\">\u201cGovernment forces, militias, and non-state armed groups committed serious abuses in conflict-affected areas and elsewhere throughout the country,\u201d HRW&nbsp;<a href=\"https:\/\/www.hrw.org\/world-report\/2025\/country-chapters\/ethiopia\">stated<\/a>.<\/p>\n\n\n\n<p class=\"\">The conflict in the Amhara region remained one of the most critical areas of concern. HRW documented what it described as \u201cwar crimes\u201d by both government forces and Fano militias. Referring to findings from the UN Office of the High Commissioner for Human Rights (OHCHR), HRW reported that Ethiopian military forces engaged in \u201cextrajudicial executions, sexual violence, torture, and ill-treatment against civilians.\u201d<\/p>\n\n\n\n<p class=\"\">One of the deadliest incidents occurred on January 29, when HRW reported that Ethiopian military forces \u201csummarily killed dozens of civilians\u201d in&nbsp;<a href=\"https:\/\/addisstandard.com\/news-residents-in-merawi-town-amhara-region-in-shock-a-week-after-at-least-50-people-killed-in-execution-style\/\">Merawi<\/a>&nbsp;town.<\/p>\n\n\n\n<p class=\"\">Fano militias, HRW noted, were responsible for \u201ckillings of civilians, attacks on civilian objects, and unlawful arrests.\u201d<\/p>\n\n\n\n<p class=\"\">The humanitarian situation deteriorated further in Amhara, where the UN faced what HRW described as \u201cthe highest incidents of violence in the country.\u201d Eight aid workers were killed in 2024, prompting the UN to consider suspending relief operations due to increasing risks.<\/p>\n\n\n\n<p class=\"\">In Tigray, HRW cited ongoing abuses by Eritrean forces, including \u201crape, sexual violence against women and girls, and looting of civilian property.\u201d The report also highlighted a rise in kidnappings nationwide, including the abduction of over 100 people, mostly university&nbsp;<a href=\"https:\/\/addisstandard.com\/families-of-kidnapped-university-students-distressed-by-overwhelming-ransom-demands-govt-inaction\/\">students<\/a>, in Oromia in July.<\/p>\n\n\n\n<p class=\"\">HRW reported that Ethiopia\u2019s state of emergency, extended in February until June, facilitated mass arrests and restrictions on movement, targeting journalists, opposition members, and activists. Amnesty International&nbsp;<a href=\"https:\/\/addisstandard.com\/?p=46864\">documented<\/a>&nbsp;the detention of hundreds of individuals in Amhara later in the year, including senior police officers, intelligence officials, and academics.<\/p>\n\n\n\n<p class=\"\">\u201cMedia remained under a government stranglehold, with many journalists having to choose between self-censorship, harassment and arrest, or exile,\u201d HRW said. It noted that since 2020, 54 journalists had fled the country.<\/p>\n\n\n\n<p class=\"\">Civil society organizations also faced significant pressure. HRW reported that Ethiopian security forces harassed staff members of the Ethiopian Human Rights Council (EHRCO) in May. In November, authorities suspended several organizations, including the Center for the Advancement of Rights and Democracy (<a href=\"https:\/\/addisstandard.com\/?p=47145\">CARD<\/a>).<\/p>\n\n\n\n<p class=\"\">HRW noted the government\u2019s adoption of a&nbsp;<a href=\"https:\/\/addisstandard.com\/council-of-ministers-unanimously-approves-draft-transitional-justice-policy\/?amp=1\">transitional justice policy<\/a>&nbsp;in April but criticized it as \u201cinadequate\u201d due to a lack of transparency and independent oversight.
